when to move to next phonics phase

    We've been having a discussion at school when to move children onto the next letters and sounds phonics phase. I was wondering what other schools do.
    Do you move them on once they are applying the phonics in reading or do you wait until they are applying that phases sounds in their writing too. Some of us think they should move on once they are applying in reading and have a good but not necessarily accurate attempt in writing, but some of us think they should be applying in reading and writing.
    It would be useful to hear how others schools do this. Thanks.
