I'm currently about to start maternity cover after struggling to find a permanent position dispite sending many applications last year. My question is when is the right time to start looking for a permanent position, I don't want to leave it too late and miss opportunities that are hard to come by and be without work next year when the cover finishes.

Well done on finding a position.
You will need to check the notice period in your contract, as it may be different from a standard one.
Then there's nothing stopping you from looking at any time. Most schools would be understanding as they know a maternity cover doesn't give you the stability you may want and the person you are covering may come back at any point.
