What is correct....

    One in three children HAS no access to any books at home. Or One in three children HAVE no acess to any books at home. I believe that the correct answer is HAVE.

    Has. You are talking about the ONE in three, therefore that 'one' has no access. You wouldn't have 'one have access' would you? It's a very common mistake these days.
