What is an 'outstanding' GCSE ICT controlled assessment lesson?

Just like Norwich can't sign Messi, a controlled assessment lesson can't be outstanding. You might as well ask how an exam in the hall could be an outstanding lesson. I'd call a traditional "lesson" a period of time where a student is educated by a teacher - is that what's happening during this time?
