    Safeguarded from what?
UPS3 is for any teacher meeting the standards for a sustained period (i.e. 2 years on UPS1 and 2 on UPS2). That said, expect the Tories to whip it away just as soon as they can work out how to get away with it!

They are trying not to pay UPS3. Contact your union.

Under current rules, your UP2 is safeguarded anyway, and you should have been considered for UP3 for the current year. As mentioned elsewhere, speak to your Union. I think you have a case for being put on UP3 now. I appreciate that backdating is not supposed to happen this late, but it was the school that was at fault for not considering you when they should have done. It is urgent, as again has been mentioned elsewhere, the rules are likely to change.

You are being denied career progression by someone who has not got a clue.
And this is so worrying as I am sure you are not alone!

Thanks for the advice. I will be having a conversation with my head and the union this week.
