In a London school, we were sent some information over a year ago, this was before some attacks in either Brussels or Paris, I can't remember which. I think it was a time of particular high alert, and there were warnings sent to schools in Brussels, Paris and London. The recommendations for school trips to these three cities were

    1. All students on medication to carry 24 hours supply on them
    2. All students to be taught run, hide, tell, and reminded to turn phones off if they were hiding.
    3. All teachers to have access to cash to get a large group of students home if they become separated from the main group
    4. Never to wait, meet or congregate in transport hubs or in the entrances of public buildings.

At this time, as a London school, we did actually cancel several trips to London, but that only lasted a few weeks. then maybe the alert wasn't quite so high, or the expected attack happened in a different city
