In many schools, who have seen their budgets slashed year on year, then yes often cost does play a factor. But some schools are still prepared to pay for experience and some people on this forum have got posts depsite their pay scale.
So, you'll just have to keep trying to find one that does.

Could you look at moving upwards?
Feedback I have recieved recently has been that I should be moving up not sideways.

    It can be sometimes.
Some Heads are short-sightedly employing cheaper people and not valuing experience.
You need to show how you add value from your experience, or as is suggested, apply for TLR posts.
Pretty daft of Heads not to go for proven experience and success, but it does happen I'm afraid.
    Best wishes!
