It is not just the officials who refuse to answer questions or make comments on the issues raised. It is also the government ministers who are doing it. I have a letter from a minister (NG) who has stated that he will not make any comments on the educational issues caused by the use of support staff to take chare of classes during PPA time. This minister showed is ignorance by stating that raising the issue of using support staff in PPA time was in fact "covering for absent teachers." This letter was sent while the White Paper on Education was being considered which, according to another minister, should have considered the role of TAs. So much for consultation.
