Sublevels and expected progress- Advice needed please!!!!

  1. I have always understood that two sub levels progress a year was the expected which would fit in with progressing from 2b at end of year 2 to 4b by end of year 6. More recently I had heard that children usually make 1and a half sub levels progress per year - not sure exactly how you measure the half a sub level! What seems to be forgoten in this expectation is that children are actually human beings and as such all individuals not machines who will all work in the same way every year and do what is expected!
