  1. Is having 2 nursery nurses ok for a foundation class of 17? year one teacher shares classroom with class of 10 but has more to do with year one (other children are in 'groups' shared between 2 NN)

Is this a Reception class? Who is responsible for the planning? groupings? organisation?
If the teacher is there for the Year 1 surely she should be planning for Reception too!!
    Are you a parent?

Are you saying this is a mixed class with 27 children, a teacher and 2 Nursery Nurses? Assuming the teacher is reponsible for the planning etc. I think this sounds quite good staffing ratio although the teacher should work with all the children at some point. Maybe I've got it wrong.

That was my reading of it too Inky. The teacher should be planning for the whole class and should spend time working with all the children during the week.
