Does their have to be a minimum of a qualified teacher and level 3 adult in a nursery (school nursery)?

Is this the same for PPA and leadership time?

    Yes to the first part.
There is a little caveat in the EYFS, the teacher has to be working with the children ' the vast majority of the time'. Then it says the provider has to ensure the staff are capable to do the job ( or words to that effect). This is there to enable eg a HLTA to cover PPA. Or an experienced TA.
