Put it in a pot with a lid, or cover it with foil so the liquid doesn't evaporate
I usually use beef shin from my butcher which is pretty inexpensive but I think that Morrisons also stock it and cook covered either on a very gentle simmer on the hob or at GM2 for a number of hours.
you shouldn't have to pay more than ~£6/kg for shin.
