Should we allow children to leave school in overcrowded cars?

As it says really. I had 4 children (aged 4 - 11) left behind at the end of school yesterday. About 15 minutes after the end of school, and following a message from Mum, a Peugeot 207 screeched to a halt in the car park with a lady, a teenager and 2 small dogs inside. All 4 children proceeded to pile in to the back of the car, naturally there were no car seats for the littlies. My HT told me to just walk away without looking but I feel that we shouldn't have let the children travel over-crowded and unrestrained. What would others have done? Thanks.
