    It's relatively free in choice - some topics like the British Empire and the Holocaust must be taught but there are quite a few options. There is enough freedom for example to teach a thematic, rather than a chronological, scheme of work. Limitations then come in resources - most textbooks have a fairly standard selection of topics. You could also argue that there is a big emphasis on British history at KS3, but not enough emphasis at KS4!
