Is anyone able to recommend an appropriate blog hosting platform for secondary aged students which would enable us to moderate the student blogs?

    thanks

Wordpress - with teachers/staff holding editor/admin roles and students holding author roles. You can set it so that posts need admin approval before publishing. Plus wordpress is a pretty much industry standard CMS and if students learn it well, it can be great for their CVs!

I guess, WordPress is the most suitable for meeting your needs. If you want an easier way to go, check out TemplateMonster website templates
