Redundancy to make way for a TLR role

Quick question - can a school make a standard-scale teacher redundant to make way for a teacher with a TLR role? Small single form entry primary. I think it's unlikely that the TLR role will be filled internally. Speculative at the moment as the TLR role (SENCo) isn't being recruited for at the moment, but I strongly suspect it will be in the not too distant future.

In order for there to be a redundancy there would need to be a reduction in the need for employees to carry out work of a particular kind. On the facts given, it is not certain whether this would qualify as a redundancy. It is not possible to give advice in these circumstances.
As an example, if you had a 0.5 non-TLR mainscale teacher. You could not, on the face of it, make them redundant to employ a full time TLR postholder who did 0.5 teaching 0.5 SENCO. There would not have been a reduction in the need for employees to undertake work of a particular kind.
So the answer is "it depends".
