Questions for 'middle leaders'....

I work in a special needs school and am currently the curriculum lead for all children from Key Stage 1 - 5. This has been called a middle leader role and I get paid on my usual pay scale and with the lowest TLR. Currently I am not given any out of class time for this role and was wondering if this was the norm?
It has been alluded to that I'm doing more of an SLT role but I don't want to make an issue of anything if actually I get the same as other people doing a similar role.
Any guidance or own experiences would be gratefully received!

The lowest TLR does sound quote low for this role. How many teachers/pupils do you lead?

I thought all TLR's came with some off timetable time to implement your TLR-worthy role.....
