In theory this is very good news. But a lot of caution and discretion needs to be exercised.
Who is making the decisions? The DfE 'phonics team' may consist of the very people who brought us multi-strategies, pips, Reading Recovery, extraordinary lists of contradictory programmes, programmes with 'busy worksheets', programmes lacking all understanding of Synthetic Phonics, programmes with dubious research credentials.
Why on earth don't they select the 'phonics team' from those who have experience of teaching SP, and have a good over-view of SP programmes ?

This is going to be a tragic waste of money, a tragic lost opportunity unless some very radical and pragmatic decisions are made.
