Ofqual appeal process. Is it legal?

I am sure Ofqual have had their legal teams fully vet this system they have come up with, but it seems like a bit of a loophole to only allow appeal by centre rather than for individual student. I am sure there must be a legal precedent for allowing individual appeals, just wondered if anyone had an understanding of the law in this area?

In this situation speed is of the essence. Any candidate faffing around with lawyers trying to claim that the JCQ/Ofqual approach could be subject to legal challenge will miss the boat on appeal. There must be better windmills at which to tilt.
