Off Rolling or not?

    It appears that a school has been downgraded from outstanding to RI.
    I am still unclear about why.

    The school moved pupils in y11 to their own alternative provision school. The report makes it clear that there is no clear explanation for moving the y11 students. One possible explanation is that the school is guilty of off-rolling, according to OFSTED's own definition of off-rolling.
    OFSTED went into the school after evidence surfaced of the school moving students to improve progress 8 stats.

    OFSTED do not state in the report, which I have only scanned through, that the school is guilty of off-rolling.
    The school says that it is guilty of not being, "sufficiently conscientious to ensure that our record-keeping " was up to standard,

    So did the school off-roll or not? Why does OFSTED not make a clear statement. If it was all a paperwork error, as stated by the school, why the downgrade?

    you can certainly get down graded for a paperwork error

    Reading the report in full is interesting. It's generally very positive about the school. The key issues are around managing pupils with poor behaviour, decision making about that, and governance overview. It's not critical of classroom teachers but is critical of senior management and governance.

    It’s just the ‘outstanding’ schools’ turn on the chopping block that’s all.

    There's been so much off-rolling going on that Ofsted has an almost impossible job in addressing it. They have to do something, while not admitting the extent of the problem. Targets chosen will be easy, while preferred MAT chains like Harris and Inspiration Trust will escape censure for the same offences.

    The bigger chains will probably end up being OFSTEd.
