NVQ Languages - is there any hope they will count in league tables at all?

One of the criteria for allowing a vocational qualification equivalence to count in the league tables is that it is more than just a pass/fail but has a grade eg for BTEC there is pass, merit, distinction. However I believe for NVQ there is only pass/fail so it is unlikely to be included and not in the E-bacc either.

I emailed Edexcel ask the expert and they confirmed that NVQ languages would not count :-(
  3. I have been told that OCR are hoping to tweak their existing syllabus to include an element of external assessment and a pass/merit /distintion grading and to present it for further consideration regarding league tables and points.
