If a school buys my resources and then uploads sections onto a forum like classcharts which anyone can access for free is this a copyright infringement?

Yes, they buy a single licence for one teacher or a whole school licence for all teachers but they can't share these resources for free with everyone. You need to contact the head of that school.

Presumably they didn't buy the right to publish your work using a method of their choice so they have no right to do this.
