There's free music making software here that you can download
http://www.inclusive.co.uk/downloads - scroll down to 'Music games' In the free play section the children can choose an instrument e.g. piano, guitar, keyboard and make up their own tunes. They can also record it and play it back.

.. indicates that theICT or x-curric music SOW calls for this, in whihc case the school should invest in some decent music software like 2Simple's. Websites and free downloads will only ever give you an interesting but limited 'niche' or just plain inferior tool.

Totoros - that site is fab. Thanks!
becktonboy - you're right! I'm new to the school and have only just realised our lack in this area. I'm currently shaddowing our ICT coordinator so will make sure we buy something. Probably 2simple's music toolkit as you suggest as we have a lot of their other software.
