Match funding

Hello, has anyone actually used match funding to buy phonics things. I keep getting fliers talking about it but they never actually say how to go about getting it.

Say I purchased something which was £6000. With match funding it would be half price I know but does my school have to pay the full whack and claim the funding? Very confused as no one I've spoken to has any idea!
