Levelling reading - confusion.

  1. I am in the middle of assessing my year one class for reading. I have several beginner readers who can read most decodable words, answer a lot of the AF questions but are still struggling with high frequency words and punctuation.
    My question is - what level would you give these children. Discussions with colleagues at lunchtime today left us all in need of chocolate.
    I'd be very grateful for any suggestions. Thanks
