Intervention for weak Year 3s

    I am in a similar position and would really appreciate suggstions for a child who is struggling with place value. Have tried everything that has been suggested to me so far. We do lots of counting with diennes, 100 square, number lines, abacus and although the child can say that a stick of 10 diennes represents 1 ten, this clearly does not mean anything as you give the child 3 tens and 2 units and ask how many and the answer will be 5. I have spoken to the SENCO and tried all her suggestions but we do not seem to be progressing Any ideas?
