Our academy trust has appointed an internal candidate to the HT post without a reference from their line manager (the acting HT). Can they do this?

Why on earth would a reference be needed for someone who already works for the academy? Their qualities are already known, whether they are suited to work with children is already known, their salary and absence record are already known, etc.

    Of course they can!

I assume you are the 'Acting HT'. Sour grapes?

Presumably the acting HT might also be applying for the same post, in which case providing a reference for another candidate would be something of a conflict of interests.

As the first commenter said, if they’re known to the school and they have been doing the job (presumably successfully) then why would a reference be needed as such?
I can understand the need for an interview process, to make it fair, but if the candidate is already known to the school and they’ve got a strong track record, then it wouldn’t be required.
