I am a bit confused about performance management. I had my review meeting today and my head said I had achieved my targets but he also gave some areas for development. Same as last year's PM which she said I had failed. At the end of the meeting I asked him to clarify if I had passed or failed my PM. All he would say was that I had achieved my targets. Am I mistaken to think it is either a pass or fail? I want to apply to go through threshold at some point but there seems little point if I have failed.
