Can a governing body meet informally without the headteacher? This is not to raise concerns about the HT. What action should be taken if one governor insists on this happening.

It's not a governors' meeting if some governors meet informally outside school. Nothing to stop governors discussing anything they like informally. But your comment "one governor insists on this happening" sounds like it's something more than this. What's the reason for insisting on this?

What if the governors meet inside the school for an informal learning conversation? To discuss policies, training etc? Is this allowed?

Yes. The head is responsible for the management of the premises though, so governors who are in the building as individual governors, not a formal governors meeting, need the head's permission to be there and to use the room.
