I have been asked to take on the job of coordinating this area but have very little guidance. What do other people do?

It might be an idea to iron out what makes a 'gifted' English student first; find students who match the criteria and then organise activities which will stretch their skills base. This is what I'd do

Ask them. If they're G&T, they're well capable of telling you the areas they'd like to develop, within reason.
This is assuming they are being labelled as such to give them more opportunities to develop themselves in your subject area, rather than simply raising exam results.
