Not sure where this is meant to go but I recently had an unsuccessful interview (booo) but the head is avoiding giving me any proper feedback. I had very vague 'the candidate we chose did this just a bit better' which is fair enough but when I asked how I could move forward I was told she would look at my notes and email. This was a week before Christmas. I get it's been the holidays and Christmas time is MANIC but I have also had a separate telephone conversation with her where she said she would send me feedback.

I'm not sure whether there are 'rules' around feedback or not?

No reason for them to give you feedback at all.
Generally feedback is pretty useless anyway. It always comes down to 'we liked the other person better'.
