If everyone had multiple entry visas, then there really would be no point for Qatar or Saudi to have the exit visa business at all! In reality, you can get an exit visa pretty quickly, if you really need one and your school does the decent thing. The school's HR people get it for you, so you cannot get one for yourself. If you try to leave the country without the exit visa, then you will be stopped at the airport and you won't be able to get onto your flight.

Qatar and Saudi certainly do. The UAE does not require exit visas and neither does Egypt. Not sure about Kuwait.
The exit visa business does seem to be a bit weird and unpleasant at first, but really it is no big hassle. Well, maybe it would be if you were planning to fly to the UK every weekend. I suppose that there are plenty of Qataris and Saudis who would say that Income Tax and Council Tax are pretty weird and unpleasant. On the other hand, there are some things in the Middle East that you will never adapt to, such as being woken up at 4 a.m. by the loudspeakers of the mosque that just happen to be right next to your bedroom window...
