Are there any recommended very easy readers out there for French? I still use Inspecteur Bleu de Bresse from the 1980s. I thought Bibliobus was great, but it became expensive and went out of print.

Mmm.. tortuman...the trouble with that type of reading material is that the language is not graded to the level and style of language learned by British beginner to intermediate learners. The readers which the text book publishers used to put out (e.g. Nelson, Longman, Oxford) in larger numbers matched well with the content of text books. Bibliobus was excellent, for example.
I suspect that online reading may be the way to go. We may get an online subscritpion to the Mary Glasgow magazines. A whole school subscritpion is not much over £100.
