Is performance related pay the norm in Dubai for teachers?
As Tyler says, no it isn't. However, schools cannot increase their fees without good inspections (which occur annually).
In terms of inspections, GEMs run a range of schools with tuition fees for 'every pocket'. So you have schools for the Indian workers as well as schools for the local elite. It is not in the interests of GEMs for any of the lower-achieving schools to improve as that means they might have to raise their tuition fees: ideally the best students and teachers brain-drain to the higher-fee paying schools.
You don't want the more lucrative schools to lose potential kids to the cheaper ones. Therefore, the schools that are weak already are likely to stay that way to function in their given economical niche.
Therefore, look at tuition fees as an indication of possible pay. Not definitive, but a guidance.
