Teaching Assistants have directed time once a week, (staff meeting) we all so have to attend parents evening 3 times a year. Each parents evening is three and a half hours long. Is this the norm? Head Teacher says we owe the time.

Check your contract and see how many hours a week you are paid for. You might be paid an extra hour each week for the staff meeting. That would be fairly normal. Not so sure about the parents evening thing though.
  3. Directed time applies to teachers not TA's.
Where you (or our school) may be confused is that TA's often have a 'plus one week' in their contract which is usually used to cover INSET days however your parents evenings and meetings may go towards that 'plus one week'.
Check your contract and check and how many hours and weeks you are actually working compared to what you should be working.
