dear theo-should i send a letter of application?

    I was puzzled by your post, and although I don't comment on individual jobs or schools, followed the link.
    It's abroad.
    That's why they are asking for a CV first, to save you the trouble of filling in a form if they think that you are not an appropriate candidate, I guess.
    It looks as though the initial screen will be by the CV, so sending a short letter, see if you can keep it to one side, might be good.
