Cost of moving from 2 FE to 3 FE

  1. Could anyone give me a steer as to what one would expect a county council to budget for building costs for altering a school from 2FE to 3FE, 420 pupils to 730. I realise that any guesstimates would be ball park and that there are many matters to take into consideration. I do realise that capital and basic needs funding is tight in councils and that money allocated will be for a no frills bog standard build. One expects not only 7 new classrooms but also increases to other areas, dining, hall, staff room etc.

    My LA mole tells me that the DfE "rule of thumb" is £2 million for each extra form of entry (when you need to build all the extra space) although LAs struggle to do it within that and often need a bit more. That's for Primary. It might be different for Secondary becuase of need for specialist teaching rooms. That assumes you have the space for the expansion without having to acquire more land.

We were told that the LA had an indicative budget of £2.25m, but that about 30% would be top sliced for professional fees and a further 5% for risk factors, meaning net provision for a build would be about £1.5m. Plans were then produced at this value. But then changed considerably to knock 25% off the floor space and breech a number of areas of bulletin 99 and schools building regulations 1999. It is almost impossible to see any transparency in the process as any questions asked are met with the retort of 'commercially sensitive'.
