I have been told that this is changing from September so that if a teacher does not meet a target a HT can take them straight to capability proceedings. I had always understood that if a target wasn't met because of time not being given or resources not being made available then a teacher could not be held accountable. Apparently this will not be the case. Is this true? If so - where do you stand with this years targets? I would never have agreed to one of them if I had known about this!!!

    You've misheard.
The things that are changing are the structures for the processes. One single statement won't warrant capability - but it might be part of evidence among a range of other things.
