Are they right or wrong?

    A fellow governor friend of mine applied to be a primary parent governor to the education and children's services scutiny panel of a Berkshire borough.
    The application form indicated that should there be an election, the candidates would need a proposer and seconder and write 250 words about themselves. She did not fill either out and her application was duly received on time.
    No other candidate applied. On inquiring she was told that she was disqualified and that the election would be re-run again at some point.
    This seems very unfair to the layman. I would assume if this happened at a school for a parent application to the GB then if this person was the only application then she would automatically have won. Any thoughts on this?
