I've found the Fischer Family Trust (FFT) Wave 3 programme really useful for children who are really stuck with their reading (1c sort of level). It's a very time consuming one-to-one support session that can be delievered by a specifically trained TA. I teach in Y2 and for the last two years the least able reader in my class has had this intervention and in both cases I've seen progress with them which I would not have otherwise expected. Obviously that's only two cases and I'd investigate it further if I were you as it uses up 20 minutes of a TA's time, four days a week, but to my mind that's been a worthwhile investment.
