    Indulge me here. You'll like this one!

    Right, so you've got £5.8 billion to spend.

    You can choose to spend it on:

    (a) the adverse consequences of the recent floods in the UK

    or

    (b) pie-in-the-sky global arming research abroad

    Now, taking it for granted you aren't David Cameron (we all know which way that fish flaps), which do you choose?
